The European Union’s Member States have embarked on a unique project in seeking to create a collective foreign, security and defence policy. Through building institutions and seeking common arrangements for implementation, the EU has sought to develop a greater international profile over recent decades. This collective foreign policy has been pursued, whilst national foreign policies themselves have evolved. EU foreign policy and Member State foreign policy therefore operate in a symbiotic relationship; this relationship, and the internal and external impacts upon this dual form of foreign policy construction, is the central focus of this volume. For scholars and practitioners alike, the challenge of understanding the foreign policy nuances between the European Union (EU) and its twenty-eight Member States presents an added level of difficulty. As this text illustrates in its two-part structure, there is both a quantitative issue in terms of assessing sensibly the sheer number of EU Member States and a qualitative aspect to discerning both their individual foreign policy profile and the contribution they make as members to the panoply of EU external affairs.
